Reporting to the the QHSE Manager, you will supporting on-site operations to provide advice, support and direction to the Rig Managers.
Responsibilities: -
Prepare and issue statistic report on accident / incident trends
Gathers reports and data from Rigs and transmit them into presentable statistical reports for the QHSE Manager and Management
Promoting HSE Culture & Awareness by promoting Company Standards on Safe Work Practices, Safety Management System SMS)Proper Waste Disposal & Environmental Damages Prevention
Conduct review of Risk Assessment, Implementations of Permit to Work System, Critical Activities on Hazardous Locations,PPE,Safe Storage and handling of chemicals,Standards, Procedures & HSE legislation & Plan
Assist operating units to carry out the risk assessment on IAW and SMS to identify potential hazards and define the appreciate safety measures to be adapted,issue specific instruction in case of particular hazardous jobs
Check and verify safe working procedures developed by operating units in particular for activities to ensure that they are correct and are in line with the company procedure & policy
Ensure that accident/incident and near miss occurrences are reviewed/investigated to identify the causes and avoid the future reoccurrences
Train personnel in the use of the safety equipment,the requirement of the safety procedures and in safety matter generally
Train personnel to perform the roles assigned to them in the case of emergency situation
Organize,Monitor and assess periodic drills simulation of emergency response to specific emergencies, fire,gas,platform abandonment,etc
Ensures all applications for permits with necessary supporting documentation are properly completed as required by the Project Safety Review/Risk Mitigation Plan and submitted to the Rig manager or his designate under signatory authority for approval
Prepares and/or maintains reports, files and written correspondence related to the work
Evaluate/monitor site working conditions and make recommendation/ report to QHSE Manager where appropriate
Attends meetings with contractor supervision to discuss such points as the standards,violations,and potential hazards and to resolve disputes regarding HSE issues
Assist implementation of safety operational procedures and follow up to ensure implementation and compliance
Inspects and prepares reports on requests for variance to the established HSE standards
Ensure and document company’s compliance with mandatory HSE requirements and bring to management’s attention areas of deficiency
Gathers evidence on HSE violation complaints and occupational / environmental accidents
Provide advice on safety legislation
Selection Criteria: -
Minimum Diploma/Degree qualified in Engineering/Marine or Offshore related discipline
Demonstrable knowledge of relevant legislation
Previous experience and proven HSE ability in a similar role in construction/offshore drilling or marine related industry is ideal
Must be comfortable and willing to travel offshore at short notice
Highly proficient in MS Office
Excellent interpersonal, communication and presentation skills
Preferably Singaporean/SPR
Age is not a factor, however,
candidate must have acquired at least 5 years above QHSE experiences
Industry exposure must be from either one or combination of
offshore/marine/construction,oil/gas or petrochemical industry
Person must be willing to travel offshore at short notice(location should be within Asia)
Diploma/Degree qualified or certification of competency and from at least engineering/petrochemical or marine industry
Good analytical skills,report writing and presentation of statistical data
Preferable someone who have competency training/certification in offshore requirement such as medical/BOISET, HSE training,etc |
